


HOUSE CONCURRENT RESOLUTION NO. 82
(By Delegates Douglas, Kuhn, Angotti, Azinger, Butcher, Caputo,
Flanigan, Hatfield, Louisos, Manchin, Marshall, Mattaliano,
McGraw, Modesitt, Overington, Perdue, Prunty, L. Smith,
Stalnaker, Tucker, H. White, and Willison)
Requesting the Joint Committee on Government and Finance to conduct
a study of the current management of personnel needs by the
State of West Virginia and its departments, divisions and
agencies.

Whereas
, Employment is near saturation in some areas of the
State, resulting in difficulties in filling essential positions in
a timely manner; and

Whereas
, Management of the state's workforce requires policies
to be in place that fill vacancies without undue delay when
qualified persons have been identified and are available; and

Whereas
, The Legislature needs accurate information regarding
the feasibility of adopting alternative hiring methods which are
more expeditious; therefore, be it

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to study the current management of state personnel needs,
with specific emphasis on the following areas of inquiry:

(a) The current personnel needs of the State; and

(b) Factors contributing to the length to time it takes to fill personnel vacancies; and

(c) Current recruitment practices; and

(d) Whether state policies and practices could be more
effective and expeditious; and, be it

Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2001, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it

Further Resolved, That the expense necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriation to the Joint Committee on
Government and Finance.
